Queens Road scheme includes 432 homes on southern edge of city centre

Plans for the first build-to-rent scheme in Norwich have been approved by the local council.

The 432-home Queens Road scheme, designed by Broadway Malyan for Zive Capital, includes five seven-storey main blocks and three rows of townhouses along with 500sq m of office and retail space.

The project team said the development is responding to growing demand for high-quality rented homes in Norwich city centre.

It is set to be built on a 2.3ha site occupied by the former head office of insurance firm Marsh, which vacated in 2022. The seven-storey office building was demolished in 2024.

Historic England said the scheme would bring “positive effects” to the mostly low-rise surrounding area, including the reintroduction of smaller scale buildings on the southern edge of the site with the scheme’s townhouses.

The heritage body also said the materials and design approach of the buildings will relate more closely to the local townscape character than the previous office block.

Broadway Malyan director of architecture Luke Walter said: “Victoria House represents a rare opportunity to transform a prominent city centre site into a new neighbourhood for Norwich. 

He added: “Our design focuses on reconnecting the site back into the city through new landscape and pedestrian routes, while delivering high-quality homes alongside spaces for the creative and tech starts ups that are a vital part of Norwich, in a highly sustainable city-centre location.” 

The project team includes Bidwells on planning, GHD on engineering and landscape, BEC on MEP and GIA on daylight.
