Former Grenfell tenant Gill Kernick to head up statutory committee 

The Building Safety Regulator (BSR) has appointed Gill Kernick as the first independent chair of its residents’ panel.

The panel is a statutory committee established under the Building Safety Act 2022 with the aim to improve the safety of higher-risk buildings (HRBs) through tenant experience.

Kernick was a resident of Grenfell Tower between 2011 and 2014 and is the author of ‘Catastrophe and Systemic Change: Learning from the Grenfell Tower Fire and Other Disasters’.

She is currently director of strategy and culture realisation at global consultancy Arup, where her work includes leading a global programme working on safety culture.

Kernick has been a member of the residents’ panel since November 2025.

She said: “Residents bring a unique understanding of building safety through their everyday lived experience. By bringing this knowledge and insight together with technical expertise, we can help create safer homes.”

The panel is a structured forum bringing together people with experience of living in HRBs. It does not replace formal regulatory processes, but aims to ensure residents’ voices inform how regulations are applied and improved.
