Cabinet set to approve land acquisition for high-rise scheme later this week
Cardiff Council’s cabinet is set to approve the purchase of five sites from developer Rightacres to build up to 730 homes.

The plots at Central Quay off Penarth Road sit within the wider masterplan for the area and could accommodate a high-rise residential development of between 460 and 730 flats depending on height and mix.
While a 100% social rented scheme has been confirmed as viable, an alternative mixed-tenure development option including built-to-rent units is also being considered.
The cabinet will consider approving the acquisition of the plots at a meeting tomorrow (22 January). If green-lit, the council will decide how to appoint development partners after reviewing the types and quantity of the homes that can be built.
An allocation for the purchase of the Central Quay site was approved in the Council’s 2025/26 capital investment programme for the housing revenue account.
In the current financial year, the council has delivered more than 200 new homes to date and expects that over 300 will be completed by year end.
Meanwhile, the council’s housing association partners are expected to deliver 320 new homes in Cardiff this year and a total of 1,313 over the next five years. The overall five-year projection for new affordable homes across all partners is 3,337.
Lynda Thorne, cabinet member for housing and communities, said: “This acquisition represents our ongoing commitment to increasing the availability of affordable housing, ensuring that our city remains resilient in the face of the housing emergency.
“The limited availability and high costs in Cardiff’s private rented sector are among the key pressures driving that crisis, so this opportunity is particularly promising because, subject to feasibility work, it could allow us to offer homes for private rent at more affordable prices.”
