Barnsley-based ALMO recruits Steve Feast from Northamptonshire Partnership Homes
Arm’s length management organisation Berneslai Homes has appointed Steve Feast as its new chief executive from 1 April 2026.

Feast is currently chief executive of housing co-operative Northamptonshire Partnership Homes, which the West Northamptonshire Council cabinet unanimously voted to close in November 2025 following failings in compliance with home safety and quality standards.
Berneslai Homes’ new recruit is a fellow of the Chartered Institute of Housing and has previously worked for local authorities, housing associations, and a number of ALMOs.
He will succeed Amanda Garrard who took up the post in 2019 and oversaw Barnsley being the first local authority to receive a C1 grading from the Regulator of Social Housing.

Berneslai Homes manages around 18,000 homes on behalf of Barnsley Metropolitan Borough Council.
