REAP 3’s 50-storey skyscraper will deliver 530 build-to-rent homes 

Proposals for a 50-storey skyscraper in Cardiff set to become the tallest building in Wales has been approved.

The application submitted by REAP 3, a subsidiary of build-to-rent (BTR) developer BlueCastle Capital, includes plans for 528 BTR flats, comprising 344 one-bedroom units and 184 two-beds.

These will be delivered alongside a two-storey pavilion building for commercial and ancillary space.

The plans replace an existing consent for a 35-storey scheme designed by Scott Brownrigg for local developer Rightacres which had also been set to become Wales’ tallest building when approved in June 2023.

REAP 3 heightened that plan, saying it wanted to build upon the success of the wider Central Square area.

Designed by architect 5plus, the tower’s height will surpass Wales’ current tallest building, the residential 29-storey Meridian Tower in Swansea and will also be the second tallest building in the UK outside of London, after the Deansgate Square South Tower in Manchester – a 64-storey apartment block.

The site is located in central Cardiff, between the Principality Stadium and Cardiff Central Station. It forms part of the Central Square masterplan, a large-scale regeneration led by Cardiff Council and designed by Foster + Partners.

No affordable housing is planned for the project as the tenure was deemed unviable, but a planning and affordable housing statement submitted on behalf of REAP 3 said affordable housing could potentially be delivered via section 106 contributions once these are confirmed.
