‘Highly respected’ CBE-holder Ros Kerslake to take over from Andrew Manning-Cox 

Ros Kerslake will chair Sanctuary from September 2026 when Andrew Manning-Cox steps down after completing his tenure.

Kerslake has been a member of the group board for four years. She is the current chair of the remuneration committee at the 125,000-home housing and care provider and its development subsidiary Beech Grove Homes.

A qualified solicitor with an MBA and two honorary doctorates, Kerslake was awarded an OBE in 2015 and a CBE in 2020 for services to heritage.

She is also the current chair of the Architectural Heritage Fund, Leeds Castle Foundation and The University of the Built Environment as well as a board member of Homes England/The National Housing Bank and a Trustee of Re-Form Heritage.

Kerslake served as chief executive of the National Lottery Heritage Fund from 2016 to 2021, while her earlier roles included chief executive at The Prince’s Regeneration Trust and RegenCo Sandwell and director-level roles at Network Rail, Booker PLC and Gulf Oil.

She is the sister of the late Lord Bob Kerslake, formerly head of the civil service, chief executuve of the Homes and Communities Agency and chair of Peabody.

Craig Moule, Sanctuary’s group chief executive described Ros as “a highly experienced and respected figure in the housing and property sector.”

Sanctuary operates across England and Scotland. The group reported a revenue of £1.2bn in 2024/25.
