Empower Housing Association joins Progress Housing Group after regaining compliance in 2023
Progress Housing Group has acquired Empower Housing Association, which provides homes for adults with disabilities.

The small Lancashire-based landlord will officially join 12,000-home Progress in early December as part of its specialised housing division RWP.
RWP, which supports over 4,000 tenancies for people with a learning disability, autism and those with a mental health condition, will manage Empower’s homes and services.
Jacqui De-Rose, group chief executive of Progress, said the partnership “will strengthen our offer to all tenants by pooling the skills and experience of Empower together with those of Progress Housing Group”.
Former Salix boss Lee Sugden currently serves as interim chief executive of Empower Housing Association following the retirement of Sara Sharrock last month.
In 2023, the Regulator of Social Housing removed a regulatory notice for Empower after it was found non-compliant for governance in 2021.
Sharrock was appointed as boss in 2022.
