Proposals follow Homes England JV’s first ever scheme approval last month
Habiko, the affordable homes joint venture between Homes England, Muse and Pension Insurance Corporation, has submitted plans to Cheshire West and Chester Council for 342 new homes in the city centre.

The Charterhall Drive development would see two apartment blocks of eight and 10 storeys delivered on brownfield land, comprising one and two-bedroom flats.
Designed by architect Shedkm, Habiko said the new homes will “respect the site’s industrial past as Chester’s former leadworks with distinctive red brickwork.”
Proposals for the scheme were submitted following stakeholder and community engagement in 2025.
The wider area is undergoing piecemeal redevelopment, with Habiko hoping that Charterhall Drive will “knit the area together, creating a vibrant residential neighbourhood with publicly accessible green space at its heart.”
The news comes after the JV received its first ever planning approval for a 240-home scheme in Warrington in May 2026.
Launched in 2024, Habiko focuses on delivering low-carbon, low-energy affordable homes for rent. It is aiming to build 3,000 homes over the next 12 years, with schemes targeting 100% affordable housing and 75% as a minimum.
The homes will be built across England in areas of high demand for this type of housing.
