Move will create 120,000-home group with a turnover of more than £900m, making it one of the largest social housing providers in the UK
Bromford Flagship and LiveWest Homes have announced their proposed merger will complete on 29 January.

The move will see 40,000-home LiveWest join 80,000-home Bromford Flagship as a wholly-owned subsidiary, creating a social housing provider with an annual turnover of more than £900m (see box below).
Under the plan, the parent group would be renamed ‘Bromford Flagship LiveWest’. The two organisations have said the move would strengthen financial capacity to help deliver more affordable homes and improve existing stock. A LiveWest spokesperson in October said it would help build 50,000 new homes over the next 15 years.”
Current Bromford Flagship chief executive Robert Nettleton has been appointed chief executive designate of the enlarged group, with current LiveWest chair Jac Starr appointed as chair designate. Jo Makinson, currently chief investment officer at Abri, will take up the chief finance officer job in the merged group in the spring.
Bromford Flagship manages homes across 39 local authority areas in the west of England, west Midlands and south west. It completed 1,770 homes in 2024/25 and has a secured pipeline of 6,500 homes. It posted turnover of £607m in 2024/25. LiveWest completed 980 homes in 2024/25 and has a turnover of £310m.
The deal would be the second major merger involving Bromford in less than a year following the combination of Bromford and Flagship last February.

Bromford Flagship last month placed 11th in Housing Today’s Largest 50 Housing Associations table, which lists associations in order of highest turnover in 2024/25, while LiveWest placed 23rd.
The combined group would have a turnover of £910m based on last year’s figures, which would be enough for it to be placed sixth in the list on the basis of last year’s figures.
