Pair discussing creating £900m-turnover organisation in drive to build 50,000 homes over 15 years
Housing associations Bromford Flagship and LiveWest have entered merger talks.
The two organisations are formally discussing whether to create a combined business under which 40,000-home LiveWest would join 80,000-home Bromford Flagship as a wholly-owned subsidiary.
Under the plan, the parent group would be renamed ‘Bromford Flagship LiveWest’.
The combined group would have a combined turnover of more than £900m with more than 120,000 homes, making it one of the largest registered providers in the country.
Bromford Flagship manages homes across 39 local authority areas in the west of England, west Midlands and south west. It completed 1,770 homes in 2024/25 and has a secured pipeline of 6,500 homes. It posted turnover of £607m in 2024/25. LiveWest completed 980 homes in 2024/25 and has a turnover of £310m.

A spokesperson for Bromford Flagship said: “Together the combined business would strengthen its financial standing and capacity, enabling the delivery of more new affordable homes, more investment in existing ones and providing the services that help even more customers thrive.
A spokesperson for LiveWest said :”The merger would help us build 50,000 new homes over the next 15 years and create additional capacity to invest in our existing homes and services”.
The talks follow the merger of Bromford and Flagship which completed earlier this year.
