A procurement organisation for Scottish local authorities has opened its £1.5bn affordable homes framework for existing suppliers to renew their places and for new companies to join.

Scotland Excel has reopened its affordable homes framework for bids

Nineteen suppliers, including 13 SMEs were placed on the £1.5bn framework, which was launched by Scotland Excel in 2019 with the aim of delivering 50,000 new affordable homes by 2021.

This framework contract will run for two years, with the option to extend for a further two years. Suppliers have until 13 May to submit their applications for the framework.

Scotland Excel is a non-profit organisation serving Scotland’s 32 local authorities and over 100 associate members from across the public and third sector.

The framework is for new build construction of residential developments. 

Scotland Excel anticipates that the majority of schemes under this framework will comprise of properties for social rent, although councils may utilise the framework for other tenure, mixed tenure and any other residential schemes with particular requirements, for example care homes, supported living accommodation, student accommodation, temporary accommodation.

The lotting structure will be as follows:

  • Development of 1-16 units – Build Only (£3m)
  • Development of 1-16 units – Design and build (£6m)
  • Development of 17-35 units (£37.5m)
  • Development of 36-80 units (£48m)
  • Development of 81 units and over (£57m)
