Code created by Shared Ownership Council aims to improve consumer experience and support providers with regulatory compliance
LiveWest has become the first housing provider to adopt the shared ownership code operated by the New Homes Quality Board (NHQB).

The code sets a new benchmark for transparency, fairness, and consumer protection in shared ownership. It also aims to support providers in complying with regulatory requirements including the Regulator of Social Housing Consumer Standards, Homes England Capital Funding Guide, and the GLA Service Charge Charter.
LiveWest, part of Bromford Flagship LiveWest, owns and manages 5,415 shared ownership properties and was one of eight providers that piloted the draft code last year prior to its formal launch.
The code was designed to improve the customer experience of purchasing a shared ownership home by raising standards related to transparent information on costs, responsibilities and processes alongside stronger protection and safeguards.
It would also give providers a clear framework to strengthen governance, support consistent delivery and build trust and credibility with customers, lenders, and policymakers, according to the NHQB.
Emma Toms, chief executive of the NHQB, said: “As operator of the New Homes Quality Code, we have demonstrated that a robust framework - one with clear expectations around customer service and transparent complaints procedures - meaningfully improves the homebuying experience and drives up standards across the industry.”
She also urged other providers to sign up to the code. The shared ownership code was established by the Shared Ownership Council – a cross-sector industry initiative set up to drive improvements to the shared ownership experience.
The NHQB was appointed by the Shared Ownership Council to operate the code in October 2025.
