New regional heads will have ’clout’ to make investment decisions on behalf of their region
Homes England has confirmed the appointment of five regional leaders under its new operating model.

The housing and regeneration agency has today confirmed the names of the leaders, who will take up their roles from March. The regional heads will be responsible for their region’s development pipeline, large-scale placemaking and growth partnerships and have their own staff.
The leaders include Vicky Savage, who joins the agency from Camden Council and will serve as executive regional director for London and East. Tom Bridges, director of Arup, will head up the North east and Yorkshire & Humber region.
The other three regional leaders have been recruited from within Homes England. Danielle Gillespie, currently director of regeneration, partnerships and major projects, will oversee the North West. Jo Nugent, acting executive director of markets, partners and places, has been appointed regional director for the Midlands and Katy McBride, regional development director, will oversee the South.
Amy Rees, chief executive of Homes England, said: “I want Homes England to be in full step with regional leaders and partners to deliver a shared endeavour of more homes, regenerated communities and local economic growth across England.”
In September, chair Pat Ritchie told the Housing Community Summit in Liverpool that the new regional directors ”will have the clout to be able to influence and make decisions about investment on behalf of their region.”
Homes England last week published its five-year strategic plan, alongside an investment roadmap outlining the next steps in setting up a national housing bank. A full investment prospectus will be published in early 2026.
