Greystar wins approval for plot in Urban&Civic’s wider masterplan
Approval for 387 new rental homes at Waterbeach, four miles north of Cambridge, was granted on Monday by South Cambridgeshire District Council.

The plans were submitted by the scheme’s primary developer Greystar and master developer Urban&Civic, forming part of Urban&Civic’s wider 6,500-home masterplan for the former Waterbeach Barracks and Airfield.
Designed by AFK Studios, with landscape architecture by HTA, the build-to-rent development will comprise four mid-rise residential buildings arranged around courtyards, gardens and pedestrian routes leading towards the waterfront.
There will also be a new public plaza overlooking Waterbeach Lake with shops, a gym and co-working space.
This approval follows the launch of Greystar’s garden strategy in July this year. The strategy outlines a UK development model aiming to create low‑rise, amenity‑rich rental neighbourhoods inspired by US “garden apartment” communities. It is targeting 20,000 managed rental homes over the next four years, initially focusing on the Oxford-Cambridge Growth Corridor and M4 corridor.
Construction is due to start in early 2027 following the appointment of contractors, with completion scheduled for late summer 2029.
The former barracks and airfield site was acquired by Urban&Civic in 2023 with outline planning consent already in place since 2019.
The whole development will be built in stages over 20 years and is expected to provide five new schools and a town centre alongside the 6,500 homes.
