First combined trading update underlines how organisation is set to be the UK’s biggest housing association developer

In the organisation’s first unaudited full year update since its merger in January, BFL said Bromford Flagship and LiveWest combined completed 2,871 homes, up 4% on the 2,750 posted for the previous year.

The figure underlines how the 127,000 group has overtaken L&Q in terms of completions. It is highly likely to be confirmed as the biggest developer of homes in the housing association sector in 2025/26 once more organisations publish their figures later in the year.

According to Housing Today’s exclusive Largest 50 Housing Associations list L&Q were the biggest builder in 2024/25 with 2,316 completions, followed closely by Places for People with 2,296.

The combined BFL group posted turnover of £945m, up from £917m and an operating surplus of £266m, down from £299m when asset sales are included.

January’s merger was the second for Bromford in less than a year, following its deal with Flagship in 2025. The latest merger means BFL is the sixth largest housing association in the UK by turnover.

BFL believes the merger will allow the group to unlock an additional £3.4bn of investment capacity by 2040 and build 50,000 homes over that timeframe.

The group secured nearly £1bn (£949m) of funding in the year and has £1.6bn in available liquidity.
