Combined organisation says move unlocks £1.5bn in capacity between now and 2040
Bromford Flagship and LiveWest have announced the successful completion of their merger.
The two housing associations entered merger talks last October and confirmed their intention to combine last month.

This week, Bromford Flagship LiveWest (BFL) confirmed the move had been completed as well as the staffing of its new board and executive team.
Jac Starr, former chair of LiveWest, will chair the board, while Bromford Flagship chief executive Robert Nettleton will continue in the role for the entire group.
LiveWest’s chief executive Paul Crawford has stepped down to take on the role of strategic advisor to support the organisation.
Together, the organisation will serve roughly 300,000 customers across east, central and southwest England.
Nettleton said that by bringing the two organisations together, they had unlocked an additional £1.5bn in capacity between now and 2040.
“That means we can deliver over 50,000 new homes by 2040, including around 7,000 more than would have been possible as Bromford Flagship or LiveWest alone,” said Nettleton.
“That’s thousands of families and individuals each year getting the affordable homes they need to build or rebuild their lives and ultimately thrive.”
The deal is the second major merger involving Bromford in less than a year following the combination of Bromford and Flagship last February.
Bromford Flagship last month placed 11th in Housing Today’s Largest 50 Housing Associations table, which lists associations in order of highest turnover in 2024/25, while LiveWest placed 23rd.
The combined group would have a turnover of £910m based on last year’s figures, which would be enough for it to be placed sixth in the list on the basis of last year’s figures.
