Council seeks to bring stock up to new Decent Homes Standard and improve building safety

The London Borough of Tower Hamlets has announced plans to procure several major works contracts worth £500m in total as it seeks to achieve compliance with the new Decent Homes Standard (DHS).

According to a preliminary market engagement (PME) notice, eight contracts will support the delivery of the council’s 10-year capital investment programme.

Two contracts will focus on delivering and maintaining compliance with DHS, two will address building safety and fire safety in higher risk buildings and four will be for SME-focused works.

Further details of the council’s capital investment programme and information about its housing stock and property types will be shared at a market engagement event next month.

The reformed DHS was confirmed in January 2026, with the requirement for all properties to achieve compliance by 2035.

The latest standard states that all homes must be free from serious hazards and damp and mould, be in a reasonable state of repair, provide modern facilities and meet minimum energy efficient standards.

Works completed under the programme are expected to include but not limited to:

  • Kitchen and bathroom replacements
  • Window, door and roofing renewals
  • Internal and external building fabric works
  • Fire safety remediation and compartmentation works
  • External wall and structural safety works
  • Works to Higher Risk Buildings including pre-construction and Gateway-related activities
  • Decorations, major repairs, street properties and adaptations
