36,000-home landlord appoints Sandy Livingstone to succeed Bronwen Rapley

Onward Homes has appointed Sandy Livingstone as its new chief executive.

The north-west landlord has this morning announced Livingstone will succeed retiring Bronwen Rapley on 1 February.

Livingstone is promoted from his role as executive director of growth, which he has held since July. Before that he spent seven years as executive director of property at the 36,000-home landlord.

He previously spent 11 years at Savills, specialising in asset and project management. He has also held roles managing projects at the University of Strathclyde and for consultant Currie & Brown.

Livingstone will succeed former regulator Bronwen Rapley, who is standing down as Onward chief executive after a decade at the helm.

Rapley oversaw the creation of Onward, formerly known as Symphony Housing Group, in 2018, which was the result of a merger between Liverpool Housing Trust, Hyndburn Homes, Peak Valley Housing Association and Ribble Valley Homes.

Following Contour Homes’ amalgamation with Onward in 2021, the group now manages properties across Greater Manchester, Cheshire, Merseyside and Lancashire.

Onward is the 40th largest housing association in the UK, according to Housing Today’s Largest 50 Housing Associations list. It generated £198m of turnover in 2024/25.
