Search for partner for circa 250 home scheme started after delays hit original procurement exercise

The Greater London Authority has relaunched a search for a development partner to build homes on a former hospital site in Enfield, north London, after delays meant it failed to find a developer first time round.

The GLA is using its transport agency TfL as the formal tendering body for the 1.77-hectare North Middlesex University Hospital site in Upper Edmonton, Enfield, on which it is looking for a partner to design and deliver a mixed-use housing-led scheme.

The GLA’s tender said there is no fixed view on the number of homes that could be built on the site as it is looking for partners to come forward with proposals to “optimise” the scheme, but it is expected the scheme will produce around 250 properties.

A previous tendering exercise in 2020 which covered 1.37ha of the same site was marketed as being capable of delivering 220 homes.

A spokesperson for the GLA said its land arm, GLA Land and Property (GLAP), acquired an additional parcel of land from the NHS Trust in April 2022 adjacent to the previous site, and that the original tendering exercise was never completed “due to delays caused by this acquisition”.

“The re-launched procurement now seeks a development partner for the combined sites, that will deliver a more comprehensive development,” the spokesperson added.

At least half of the homes will have to be delivered under affordable tenures, with some made available to NHS key workers, and part of the site also being required to deliver 3,000 sq m of office space to be leased to the NHS Trust.

London’s deputy mayor for housing and residential development, Tom Copley, said: “I look forward to securing a development partner to transform the North Middlesex University Hospital site into a thriving residential and commercial hub, bringing high quality new affordable homes to the local community as well as impressive new office space to the NHS Trust.”

The tender has been issued as TfL announced it has received permission from Redbridge council for a 98-home 100% affordable housing scheme being developed by Vistry and Peabody adjacent to Barkingside tube station.

The scheme of three buildings, designed by Sheppard Robson architects, is being jointly developed by Vistry and Peabody alongside TfL’s wholly-owned commercial development arm, TTL Properties.
