Chris Jones promoted to deputy chief executive as new boss Charley Gibbons reshapes senior team

EMH Group has announced the reshaping of its executive team under new chief executive Charley Gibbons.

The 22,000-home landlord, based in Coalville, Leicestershire, has today revealed changes to several senior roles as it bids to “deliver on what matters to customers” as part of a new corporate plan being drawn up.

Chris Jones has been promoted to executive director of housing and development with overall strategic responsibility for EMH Homes. A spokesperson said Jones’ role will “focus on EMH’s ambition to create a fully joined up customer experience across all housing and development services”.

Jones, who was previously chief operating officer and before that director of development, is also the new deputy chief executive.

Ian Davies, currently group director of property, will take up the newly created role of executive director of quality homes.

Jo Tilley’s job title will change from executive director of corporate services to executive director of people and strategy.

In other changes at EMH, Purnima Wilkinson has been seconded to the director of operations role for a year. She will be leading on EMH’s SAHP bid to Homes England and other strategic initiatives. Victoria Robb is seconded to director of new business for a year to provide support while Wilkinson leads on the SAHP bid.

Gibbons, who succeeded long-serving Chan Kataria as chief executive six months ago, said: “I’ve spent considerable time getting to know our colleagues and all aspects of a very diverse organisation.

“These changes position us well to deliver on what matters most to our customers and colleagues, and bring greater reassurance to the regulator and funders of our capacity, contingency and commitment to delivering homes and services that improve opportunity.”

EMH Group which has a turnover of around £150m, completed 441 homes in 2024/25. It is aiming to deliver 500 homes a year. It is a Homes England strategic partner and leads the Quantum Development Consortium – a partnership of housing associations in the east midlands.
