Mayor’s development corporation formally launches procurement process
Sadiq Khan’s development corporation for Old Oak and Park Royal has formally launched its search for a delivery partner for the £12bn regeneration scheme.

The Old Oak and Park Royal Development Corporation (OPDC) is looking for a private sector partner to create a new urban district across roughly 31 ha of brownfield land in west London.
The scheme is set to include 8,000 new homes, 200,000 sq m of work and community space, and two new parks.
The regeneration scheme will be anchored by a new train station at Old Oak Common, which will serve as the terminus for HS2 when it first opens, and will also connect with the Elizabeth line, the Great Western Mainline and Heathrow Express.
Earlier this month, the OPDC announced a major land deal had been completed for the site, clearing the way for the procurement process to begin.
The OPDC is proposing to work with its chosen private sector partner through a long-term joint venture, which will oversee and manage the delivery of the scheme.
Procurement went live yesterday (Thursday 28 May) after an event at the London Centre in the City of London, attended by more than 100 guests from the development industry.

It will be managed in a two-stage process, with participation and initial tenders running to Autumn 2026, followed by a dialogue and final tenders stage. A preferred bidder will be selected in early 2027.
The procurement notice puts the estimated value of the job at £12m, with the estimated contract dates running 20 years from September 2027, with an option for a 10-year extension.
Karen Buck, chair of OPDC, said: “The launch of procurement for a private sector partner for Old Oak demonstrates the strong alignment across national and London government and with our host boroughs of Brent, Ealing and Hammersmith & Fulham, with a unity of purpose and commitment that is truly inspiring and provides an exceptional platform for success.
“This step is the next vital component to deliver Old Oak and create a new district for west London that has innovation and inclusive growth at its heart.”
The tender submission deadline is 21 July 2026 at 11am.
