Joint venture partnership submits amendment to planning application after securing further GLA funding
Clarion Housing Group and Hadley Property Group have amended their plans for the redevelopment of the Bleinhem Centre in Penge to make 100% of the 228 homes available for social rented housing.

The joint venture was approved by the London Borough of Bromley in March 2024 as a mixed-use development of up to 230 homes and commercial space, with 35% of homes originally designated as affordable housing.
However, the submission of a minor planning amendment known as a Section 73 application would enable the entire scheme to be brought forward for social rent tenures, supported by extra funding from the Greater London Authority.
The revised planning application, which has been submitted to Bromley Council, includes 228 affordable homes and new ground floor commercial spaces which would open out onto a new public square.
Subject to approval, construction could begin in late 2026, with completion expected in 2029.
All the new homes are intended for residents on Bromley Council’s housing waiting list.
