Compliance engagement officers will enable contractors to gain access to properties to complete essential checks and works 

A2Dominion has said it will introduce new roles to reduce “no access” cases and ensure inspections and remedial works can be completed without delay.

No access cases currently cost A2Dominion £1m each year

The G15 landlord reported that situations where a contractor is unable to enter a tenant’s home currently cost £1m each year and prevents safety checks and works from being conducted, including assessments linked to Awaab’s Law, which came into effect in October 2025.

The new team of compliance engagement officers will centralise A2Dominion’s approach to no access cases, which are currently handled across several teams, leading to “missed appointments, delays to essential inspections, higher costs and increased regulatory risk”.

The new strategy will focus on early engagement with tenants to secure access voluntarily by ensuring appointments are convenient, for example trying to avoid school drop-off and pick-up hours for customers with children.

Compliance engagement officers will also coordinate with contractors and strengthen data and oversight, with an initial focus on “high-risk” areas such as gas and electrical safety and Awaab’s Law hazards.

Tania Emery, building safety director at A2Dominion, said: “While front-line colleagues and contractors may leave calling cards or attempt repeated visits, these actions do not stand up if statutory deadlines are missed, and can create direct tension between regulatory obligations and the practical realities of arranging visits.

“By creating a dedicated team we can take a proactive, consistent and customer-focused approach. This will help us keep people safe, reduce avoidable costs, and reinvest more of our resources where they matter most - improving homes and services.”

Awaab’s Law requires social landlords to address all emergency hazards, including damp and mould hazards, that present a significant risk of harm to tenants to fixed timeframes.
