Regulator highlights ‘serious issues’ with local authorities in Tower Hamlets, Winchester and Reading

Three councils have been handed a low ‘C3’ grading for consumer regulation by the Regulator of Social Housing.

The grades, for Tower Hamlets Council in London, Winchester City Council and Reading Borough Council, mean the RSH has found serious issues with the three councils. They have failed to meet the outcomes of the consumer standards and will be required improve.

Tower Hamlets, which took housing management back in-house and scrapped its arm’s length management organisation Tower Hamlet Homes in November 2023, self-referred to RSH in October last year after “identifying gaps in delivery of outcomes.”
