The argument that Housing Associations are simply “not buying enough” S106 units oversimplifies the immense practical, financial, design, locational, and reputational challenges that face housing associations.

Not all Section 106 homes are created equal

HAs want to deliver quality, sustainable, affordable homes — but too often S106 units fall short:

Poor build quality and hidden long-term costs
High prices with little subsidy or financial flexibility
Late delivery and warranty risks
Peripheral, car-dependent sites with little infrastructure
Limited access to schools, healthcare, jobs and transport
Estates that don’t foster integrated communities

It’s not about reluctance. It’s about responsibility. HAs are long-term stewards, and can’t take on homes that compromise tenants, finances, or communities.

If government wants greater HA uptake of S106, the answer is system reform: consistent quality standards, fair pricing, early infrastructure delivery, and better alignment with HA priorities.

Let’s focus on homes that truly deliver sustainable, integrated communities, not just numbers on a page.
