Proposal serves as alternative to developer’s city centre Tribeca redevelopment
Developer Castlebrooke Investments is seeking feedback from the public on its proposals for up to 1,000 new homes in Belfast city centre.
Rebranded as North Street/Donegall Street, the masterplan is a replacement for the developer’s controversial Tribeca redevelopment.
The site next to St Anne’s Cathedral has been owned by Castlebrooke Investments since 2016 but has seen little progress. In October 2025, the communities minister asked his Stormont department to engage with Belfast City Council to explore options for a “deliverable alternative” to the stalled scheme, the BBC reported.

Affordable and social housing, homes for sale, homes for rent and co-living accommodation are included in the mix, alongside two four-star hotels and up to 100,000 sq ft of commercial and community space.
The plans also include a new public square and the restoration of five listed buildings.
A full planning application is expected to be submitted in October 2026, with construction of one of the hotels anticipated to begin in winter 2027, subject to approval.
The rest of the development would be delivered over the next four to five years.
The consultation closes on 14 August 2026.
