Gloucestershire landlord now recruiting to replace outgoing boss Hayley Selway
The chief executive at Two Rivers Housing Association, Hayley Selway, will step down from the role in June 2026 to take on a consultancy role.

Selway became chief executive of the Gloucestershire-based landlord in December 2023 after serving in the same role at Cardiff Community Housing Association for almost five years.
Under Selway, the 4,000-home landlord maintained its G1 and V1 ratings for governance and viability from the Regulator of Social Housing in October 2025 and brought its repairs service in-house in April 2025.
She is also credited with doubling the number of customer-facing staff and setting up the organisation’s “Tenants’ Voice Group”, made up of tenants and board members.
Two Rivers is now working with recruitment firm Gatenby Sanderson to hire a new boss, with a decision expected later this year.
The landlord provides homes in the Forest of Dean and Gloucestershire and has a goal to build 1,000 new affordable homes in the local area between 2018 and 2028.
Selway’s new position has not been disclosed.
