Todd Architects’ scheme is for 119 homes

Plans to turn an underused car park above a shopping centre in Hertfordshire into 119 apartments have been lodged.

Todd Architects’ plans for the 8,800m2 project include a mix of one- and two-bed units, aa well as a number of three-bedroom homes.
