Michael McDonagh stands down as CEO as previously announced
PA Housing has appointed Yvonne Arrowsmith as interim chief executive following the planned departure of Michael McDonagh from the CEO role this week.

The 25,000-home landlord is the latest to turn to Arrowsmith, who has taken on several interim chief executive positions in recent years, most notably at Rochdale Boroughwide Housing after previous CEO Gareth Swarbrick departed following the death of toddler Awaab Ishak.
Arrowsmith has also served as interim chief executive at Eastend Homes and at Saffron Housing and been a board member at One Housing Group.
She was chief executive of East Thames before its merger with L&Q and before that held senior positions at Family Mosaic.
McDonaugh, who a year ago announced his intention to depart in 2026/27, stood down from the chief executive role on Wednesday. He will remain at PA in an advisory capacity until 31 December.
McDonaugh led PA for four years, overseeing an upgrade in the group’s consumer grading to C1.
Arrowsmith said: “I am delighted to be joining PA Housing. As Interim CEO my immediate focus is to ensure stability for the organisation during this change. To ensure continuity of our strategic and operational plans, maintain financial discipline and resilience and continue the transformation journey.”
Earlier this week, PA Housing reported a deficit and squeezed margins following impairment charges of £28.9m relating in part to a site it sold following the insolvency of a contractor.
