Project sits outside wider Carpenters Estate masterplan for 2,300 homes
The London Borough of Newham has approved plans by Populo Living, its wholly-owned housebuilder, to regenerate the Carpenters Primary School site in Stratford.
Designed by architect Maccreanor Lavington, the scheme involves delivering a replacement school, 120 new apartments on the school’s current car park, 100sqm of commercial space and new sports pitches.
While the council said the development is effectively part of the wider Carpenters Estate regeneration set to deliver more than 2,300 homes, it requires its own planning permission as it sits outside the major masterplan area.
It will see the current school, made up of a single storey 1970s building and multiple later additions, replaced with a new school capable of transitioning from a two-form to three-form intake as Carpenters Estate and Ballymore’s 700-home Bridgewater Triangle schemes progress.
All the homes in the new residential building will be for private rent. The council said the rental income generated will support the delivery of the replacement school and associated community facilities.
“The addition of new private apartments means that we can replace the school, create new homes and new play and sports facilities through cross-subsidy,” said Nick Clough, Carpenters project director at Populo Living.
Root and Erect Architecture, which designed the tumbling bay playground at the Queen Elizabeth Olympic Park, designed the scheme’s external landscaping, with the plans including a 25x35m multi-use games area and a separate futsal pitch. These facilities will be used by the school during the day and will be available for community use at other times.
In February 2024, Populo Living’s £1.4bn Carpenters Estate regeneration masterplan was approved, including 50% affordable housing.
