Government’s housing agency aims to sign such deals with every mayoral authority over coming weeks
Liverpool City Region, Homes England and the National Housing Bank have struck a deal for a new regeneration partnership for the city.
The trio have signed a Place Delivery Agreement (PDA), a new partnership mechanism which will become the principal way Homes England works with mayoral authorities going forward.

It aims to agree a PDA with every mayoral strategic authority over the coming weeks.
Liverpool’s PDA is the first of its kind in England and will see the combined authority’s relationship with the government’s housing agencies move from collaboration to co-delivery, with new joint delivery units to be set up, led by co-chairs from each organisation.
The agreement will give Liverpool City Region’s mayor, Steve Rotheram, greater influence over housing and regeneration investment decisions.
Among other things, it will be focused on large-scale projects such as Liverpool North Docks Mayoral Development Corporation and Central Station Gateway, as well as the city region’s wider housing pipeline.
“I’m delighted that Liverpool City Region is the first place in the country to sign a Place Delivery Agreement with Homes England and the National Housing Bank,” said mayor Rotheram.
“This gives us a real opportunity to get more council and social homes built, get stalled schemes moving and make sure investment is focused where it can make the biggest difference.
“We’ve got huge ambitions for housing and regeneration across our city region, from the North Docks and Central Station Gateway to projects right across our boroughs. This agreement means we can work with Homes England and the National Housing Bank as one team to get on and deliver them.
“For me, this is what devolution should be about: giving places more control and then getting on with the job.”
