Manchester-based developer Capita & Centric’s 100-home proposals were designed by architect Peter Barber
Historic England has named a preferred developer for Shrewsbury Flaxmill Maltings following an “exceptional proposal”.
Capital & Centric is the preferred developer to acquire a c.3.145 (net) acre site within the grounds of the Grade I-listed factory site.
Shrewsbury Flaxmill Maltings, which dates back to 1800, a former industrial mill and maltings where flax fibre was spun into thread, is the world’s first iron-framed building. It reopened in 2022 following a £28 million, eight-year restoration.
The restoration of the Main Mill and Kiln won numerous awards, including both regional and national RIBA Awards, Civic Trust Conservation Award and the Europa Nostra Award for conservation and adaptive use.
The proposal for Capital&Centric’s development of the brownfield site around the mill was chosen by Historic England following a free and open tender exercise supported by Lambert Smith Hampton.
Approximately 100 homes will be delivered under the proposals, with work expected to start in 2026.
Historic England said Capital&Centric’s proposal was “most closely aligned” with its “vision for an exemplary residential development” as we as its “objectives around social, economic and environmental credentials”.
The proposed development, designed by architect Peter Barber, was noted for exceptional design and build quality and high-quality residential homes.
Historic England, supported by Lambert Smith Hampton, is finalising contractual details with Capital&Centric before commencing work.

Capital&Centric is a social impact property developer founded in Manchester by Adam Higgins and Tim Heatley in 2011. Previous projects include Crusader Mill in Manchester, a 200-year-old mill restored into a residential development, and Eyewitness Works in Sheffield, a restored historic cutlery works.
