Redbridge Council’s planning committee has unanimously agreed a revised planning permission from developer Telford Homes for a 1,000-home scheme in East London redesigned to meet second staircase rules.

The major residential scheme in Ilford consisting of a cluster of towers up to 36 storeys in height, and designed by HTA architects, was originally green-lit by planners in December 2022.

However, the developer said the Chapel Place scheme needed to be adjusted “to respond to emerging revised fire safety guidance”, referring to new regulations requiring second staircases in residential blocks over 18m.

Five of the proposed seven buildings on site had to be redesigned with a secondary means of escape. The developer has added an additional 200 homes to the scheme under the latest plans.

Anne Kavanagh, chief executive officer, Telford Homes, said:, “We are delighted to have received a unanimous revised resolution to grant planning consent for the Chapel Place development in Ilford.”

The site has been allocated for mixed-use development in the Redbridge Local Plan.

The 4.82-acre Sainsbury’s site in Ilford, east London, will become a mixed tenure development of build-to-rent and student housing, with landscaped gardens, a new public park, commercial spaces, and a new Sainsbury’s.

The development will be located on the two hectare site of the former Britannica Works factory, a manufacturer of photographic materials originally founded in Ilford in 1879. The company, which trades under the name Ilford Photo, was one of the earliest makers of photographic plates and established Ilford as a global centre for the industry,

The site is a short walk from Ilford Station, providing direct links to key interchanges at Stratford and Liverpool Street.
