West Lancashire Borough Council’s acting chief executive will head-up Warrington Housing Association from June
Warrington Housing Association (WHA) has appointed Christopher Twomey as its new chief executive.

Twomey will join the 1,300-home landlord on 1 June 2026 from West Lancashire Borough Council, where he has been serving as acting chief executive for the past 18 months.
He has been credited with leading the council through the Regulator of Social Housing’s inspection process in November 2025, which saw it being awarded G1 and V1 gradings for governance and finance.
As chair of the council’s wholly owned development company Tawd Valley Developments from 2019 to February 2026, WHA said he has “overseen significant growth in housing delivery and regeneration activity.”
Twomey has also held senior roles at Macclesfield-based social landlord Peaks & Plains Housing Trust and housing association Adactus Housing Group.
He will succeed David Cummins, who is retiring after 35 years in the sector.
