Has Andy Burnham really backtracked on his ‘council housebuilding revolution’?

The national press seized upon this week’s SAHP as evidence of a u-turn by the new PM. But while Burnham only has himself to blame for the bad headlines, the policy detail suggests big changes really could be on the way.

In the end, it was an anti-climax. 

Andy Burnham had got a lot of people in the social housing sector nervous with his campaign trail musings on shifting the entirety of the government’s flagship £39bn Social and Affordable Homes Programme to council housing.
