The government’s £39bn Social and Affordable Homes Programme (SAHP) is a welcome and overdue commitment. Councils and housing associations have historically been the primary recipients of this capital grant initiative, but the affordable housing shortage has reached a scale that no single part of the sector can resolve it on its own.
