If the briefing note accompanying today’s legislative programme is to be believed, the government has come a very long way indeed from the Planning White Paper set out in August 2020.

Then, in the wake of the first covid lockdown, and inspired by the revolutionary politics of Dominic Cummings, the prime minister promised to level English planning to its foundations and build a new system in its stead.
