Ministers seem to have taken the view that there are votes in delivery, but can the proposals be delivered as intended, asks Peter Canavan

As the dust begins to settle on the publication of the latest version of the National Planning Policy Framework just before Christmas my first thoughts are ones of cautious optimism.

Governments often sit on the fence and bide their time as they approach a general election. Alternatively, they become more radical, providing a stark contrast to the position of their political opponents.
