Planning protocols must change to adapt to a crisis like this

Local government was, of course, one of the first places where the behavioural change, advised by the prime minister as a result of the covid-19 outbreak, was first implemented. This included the cancellation of key meetings, including planning committees.

This should not be a surprise; they are well equipped to deal with difficult scenarios because of the structures they have in place to deal with local disasters and, of course, they have an obligation to cope with such issues at pace.
