The English Devolution and Community Empowerment Bill promises to be the most ambitious reshaping of local government and planning in a generation. At its heart, the bill is an attempt to reconcile three often conflicting priorities: devolved powers for city regions, streamlined local government structures, and greater influence for communities. For those in housing, the stakes are high. The question is whether these reforms will accelerate delivery or introduce new delays into an already fragile system.
