Essex housing associations in discussions about creating 16,000-home provider

Two housing associations in Essex have entered discussions about a potential merger.

CHP, a 12,000-home provider based in Chelmsford, is exploring a merger with Estuary Housing Association, which owns and manages more than 4,000 homes and is based in Southend.
